Brief Biography about the Winner:

The Ministry of Energy & Infrastructure aims towards a sustainable and integrated infrastructure that support the country’s global competitiveness through development of balanced infrastructure capable to compete through organizing, planning, constructing and maintaining infrastructure projects and organizing the federal housing sector in accordance with the world’s best standards and specifications through optimal investment of resources and in partnership with the relevant authorities, being the execution arm of the federal government in the United Arab Emirates; one of its major duties is the planning, execution, operation and development of the federal roads network in the UAE.

Since July 1 2018, the MOID has implemented several technologies and developments in the federal roads network, it had developed a new index to help it assess and measure the condition of bridges across the country.

Known as the ‘Advanced Bridge Condition Assessment Index’, this system ensures the periodical inspection of bridges by following a theory of algorithms, whereby each and every material used in the construction of a bridge is assessed, in order to determine whether or not it needs maintenance – without impinging on the conditions of other materials used, such data is continuously incorporated with the Assets Management System that has been developed by the Federal Roads Department at MOID.

A complete platform that incorporates condition of the roads and bridges, traffic counting statistical data, LIDAR detailed surveys and the performance based maintenance system.

The PBMS insures keeping the quality of the roads and safety to the highest levels and assures the reduction of traffic accidents and any delays in maintenance works.

In September 2018, the MOID have launched and tendered the first Public-Private Partnership contract for investments in the federal street lighting network for 40,000 streetlights, this project is currently undergoing analysis of the tender to start the execution of the project and retrofitting of the street lighting poles, a monitoring & control system will be incorporated with the newly established control-center in order to monitor the entire street lighting network and its consumption along with the suitable maintenance procedures.

The initial feasibility study and the calculations that have been done based on the current street lighting assets and the project’s scope-of-work indicated energy savings of 64% and carbon savings as well.

Moreover, it is expected to yield in annual cost savings of 55% in electricity cost and 70% in maintenance cost. On the other hand, and under the increasing concern about climate change and growing construction activities, MOID have improved its bridges construction standards through developing standards based on Soil Steel Composite Bridges (SSCB), alternatively, it was found to be a functional equivalent solution to the Slab Frame Bridge and shows advantages in low cost and ease of construction.

The first constructed SSCB was completed in February 2019 and awarded by Guinness World Records for the Largest Span of a Metal Buried Bridge constructed by corrugated steel, using this technology, beautiful arch bridges can be built without a complicated scaffolding, bearings and expansion joints that mostly requires alot of maintenance, where flexible steel structure were built quickly, strong, durable, esthetic al, environment-friendly and cost effective.
